Revolutionizing the Salary Framework for Digital Professions in the Public Sector
Applicable to all state administrations, the framework established by Dinum redefines salary values across all digital professions. Low and high ranges, based on the analysis of private sector salaries, provide information on remuneration based on the experience of each candidate or employee already in place in public services.
Facing the competition from private companies in the IT job market and to facilitate rapid hiring, a remuneration framework has been established for the benefit of state services. Initiated in 2019, it has just been updated in a circular drafted on January 3, 2024 by former Prime Minister Elizabeth Borne. This remuneration grid was developed jointly by the interministerial digital direction (Dinum), the general administration and public finance direction (DGAFP) and the budget direction (DB), in consultation with HR and IS actors in the digital field. It applies exclusively to contractual agents specialized in digital technology during their hiring, renewing their contract, or simply when being revaluated. Compared to the previous salary framework developed in 2019, new jobs have been introduced which will be integrated into the Public Service Job Directory (RMFP) during its next update.
Among them are the Devops engineer, the cloud solutions engineer, and the program manager. The Dinum has also excluded several job titles from its job reference. The IT buyer, software asset manager, IT market management officer, and webmaster are no longer included. Salary levels have been frequently updated to better align with the reality of digital jobs in the private sector, according to the circular. For example, for a data analyst with 6 years of IT experience, the remuneration ranges from 54,400 euros gross to 70,400 euros gross annually. In this specialty, the payslip of an experienced candidate (15 years of experience or more) is almost equivalent to that in the private sector, ranging from 61,200 euros to 79,200 euros gross annually.

Increasing Salaries and Encouraging Permanent Contracts
A similar observation can be made regarding the revaluation of a contractual agent hired as a scrum master with 25 years of experience: in this case, the compensation ranges from 69,700 euros to 103,400 euros gross annually. In the public service, a DevOps engineer will start their career at 46,800 annually with 52,700 euros for the low range and 68,200 euros for the high range for an intermediate profile (10 years of expertise). Meanwhile, a seasoned DevOps professional will be paid up to 79,200 euros (for at least 10 years in the role) and up to 89,000 euros after 10 years of practice.
Facing the increase in cyberattacks, intrusion detection analyst (40,000 euros to 51,700 euros for a junior level, and up to 78,000 euros for an experienced professional) and incident handling analyst (39,000 euros to 50,600 euros at the start of their career, and 70,400 euros or more with a minimum of 15 years of expertise) are also well positioned. In addition, the circular recommends the use of permanent contracts for the most in-demand jobs to significantly strengthen the attractiveness of the state’s digital sector and address the challenge of agent retention and digital sovereignty. In this context, the portability of permanent contracts will be prioritized and facilitated to encourage mobility.
